Mystic swords and Mystic bows can be enchanted to Tier 3 only once mysticism 4 is unlocked. Mystic pants can only be enchanted to tier 3 once mysticism 9 is unlocked. A mystic item can have a maximum of 8 enchant tokens. Tokens are separate enchant levels, one being occupied for every enchant value (e.g. Gold Boost II occupies 2 tokens).

Nouver is currently considered the best in slot choice for Mystic for PVP until you reach very high AP brackets. You should aim to have TRI gear before switching to this offhand. The vambrace gives pure AP and an all resistance +10% item effect and can be modified using an Inverted Hearth of Garmoth to give extra stats (Max HP +150, Max Stamina +100, Special Attack Evasion Rate +10%).

Use Vision Dust with Enchant Chest - Superior Health and Enchant Boots - Stamina till 260. You can try to sell these for cheap prices or just spam enchanting on your own gear. Not really much of a gold waste. Then from 260 to 265 do Enchant Bracer - Greater Stamina as you can sell them for ~80s each pretty easily.

Any d'hide vambraces or Snakeskin vambraces if you are a member and use some Granite equipment; Any elemental staff to reduce runes needed and to enable autocast; Players without 40+ Range for d'hide vambraces can achieve the desired Magic attack by swapping the elemental staff for a Cursed goblin staff (obtained from Diango in Draynor). This precludes the rune savings of an elemental staff, but achieves -68 Magic attack.

There are three different ways how you can get Vampirism in ESO. You can simply purchase Vampirism via Crown Store, this will instantly turn you into a Vampire. You can get infected by another player or via a Bloodfiend NPC, once infected you have the debuff “Noxiphilic Sanguivoria/Vampirism” on you. With this debuff you can go to one of the three Vampire Shrines to complete the quest and turn into a Vampire.

If you're a blacksmith and Thorium is 5g/piece on your AH you have to either have mining and travel to Uron'Goro Crater and start digging or pay the man. But if you're an enchanter and Magic Essence is pricey on AH, you can just buy cheap items instead and DE them OR you can quest/raid in the right level areas and DE the gear.
