I have been on both sides of the situation, and can attest to the difficulty of receiving not just Wizard spell scrolls, but gold to fund the scribing of these spells to my spell book.

Leveling up as a Wizard will grant you two new spells you can add to your spellbook. The Basic Rules of DnD 5e describe it as your character naturally applying some research and practical knowledge to learn the spell.

The Wizard. At leveling upyou are allowed to simply choose two spells from the wizard listand declare that they are now in your spellbook. (PHB p.114: Learning Spells of 1st Level and Higher) But there's more! You can build up your spellbook much quicker than that: see the sidebar "Your Spellbook" on p. 114 of the PHB.

I've typically only heard of learning them through spell scrolls and spellbooks. I think being tutored by another wizard would be another reasonable route. Otherwise, I would talk to your DM about learning spells on your own, by yourself, and figure out how to make that work. I suspect it would take more gold and/or time in order to do that.

The rules say you learn a new spell when you level up (mostly). But, they also say you can switch out one, and only one, spell for another when you level up. In short, this is how it works out: You learn one new spell (if your Spells Known increases) You can switch out one spell your already know for a different one; The best part is, you can trade up.
